Well, if you understand the concept works of PayPal with logs correctly, everything should be fine, i.e., the standard set of log/password, holder's IP, cookies, user agent, if all this exists then everything works like almost your native self-registration (well, with such a volume of data, you can easily bypass the security check)... But if for you, PayPal with logs is just a login/password + IP, and all this data is not checked by a checker, then it's just a brute force, and the method of work should be completely different

I can't even suggest. Some people give it away for a few cents because it's not needed for them at all. Others sell it for $30-50 per account. If the account has a balance, then it's a percentage of the balance, ranging from 10% to 50%.

To some extent, you're spot on, but besides that, there are new ways to tackle PayPal carding. A lot of what we used to pull off has shifted and doesn't roll the same way anymore.

Like always, there are some vibes in the game, tiny deets you gotta know, or you won't make it happen.
